How does desire behave?

य एष सुप्तेषु जागर्ति कामं

कामं पुरुषो निर्मिमाणः

Ye Esha suptEShu jaagarti kaamam

Kaamam puruShO nirmimaaNaH

Shloka Meaning:

Even when one is sleeping, Kaama (Desire) is awake

However, Kaama is created by the beings

Sri Bhagavadpada, when he is writing the Brahmasutra Bhashyam mentions that the desire in any being will be there whether they are sleeping or awake and he further adds that the desires are due to certain ambitions created around it by the beings and they stick to it knowingly or unknowingly to gain something and get personal.

Whom did Sri Bhagavadpada refer to?

यो ब्रह्माणं विदधाति

पूर्वं यो वै वेदांश्च प्रहिणोति तस्मै

तं ह देवमात्मबुद्धिप्रकाशं

मुमुक्षुर्वै शरणमहं प्रपद्ये

Yo BrahmaNam vidadhaati

poorvam yO vai vEdaamshca prahiNOti tasmai

taM ha dEvamaatmabuddhiprakaashaM

mumukshurvai sharaNamahaM prapradyE

Shloka Meaning:

Which has specially created this universe

Which beholds the Vedas in it

To that, I bow deeply and willing to give this

Intelligent Light of Godly Soul for salvation

By Saying so, Sri Sri Bhagavadpada is talking about the great light which controls the senses and everything in this Universe. He says I bow to that light which has created this and I would give away the light that it has given to me as a Soul in order to reach the salvation. This shloka was mentioned by him before the commencement of his Brahmasutra Bhashyam.

What needs to be followed?

वाङ्मे मनसी प्रतिष्ठिता।
मनो मे वाचि प्रतिष्ठितम्।
आविराविर्मेधि वेदस्य माणिस्थः।

श्रुतं मे मा प्रहासीः। अनेनाधितेन।
अहोरात्रान्संदधामि। ऋतं वदिष्यामि।
सत्यं वदिष्यामि। तन्मामवतु।
तद्वक्तारमवतु। अवतु माम्।
अवतु वक्तारमवतु वक्तारम्॥ 

VaangmE manasee pratiShThitaa. manO mE vaachi pratiShThitam. aaviraavirmEdhi. vEdayamaaNisthaH. shrutam mE maa prahaaseeH. anEnaadhitEna. ahOraatraansaMdadhaami. Rutam vadiShyaami. Satyam vadishyaami. tanmaamavatu. tadvaktaaramavatu. avatu maam. avatu vaktaaram avatuvaktaaramavatu.

Shloka Translation:

What we talk, it should be thought thoroughly. The mind should be aligned when one talks.

The both are at peak when it is under the Vedic governance. When it is heard, one is joyously refreshed. This isn't just the beginning. I will preserve this even during night. I speak with enlightenment. I speak the truth. I am indulged into it. That is already mentioned as governance. I'll follow the same. The governance that governs.

This is the very first shloka of Aitthareeya Upanishat. The shloka is about what we talk and what we follow. Hence during the vedic period the disciple says that the governance is such that he/she abides by it and would follow the same always. And the assertion is that it is joyously refreshed when heard and that would lead to the enlightenment. Shri Shri Shankara Bhagavatpaada mentions the above shloka from Upanishat in his Brahmasutra bhashyas.
